How insulate small attic

Our house was built in 2000 it's a 3 floor mid terrace, where the top floor is in the attic, looks like the builders didn't put much insulation, the upstairs is pretty cold and I can see large sections of plaster board. As a result it's not that easy to it down traditional insulation near the eves. Is blow in insulation or…
