Some radiators cool at bottom

I have no idea about plumbing so there's nothing I can do to fix this myself I'm just wondering if I need a new plumber or if this could happen more than once.

3 radiators at back of house weren't heating, started from bottom being cooler than top, to barely heating at all within few days. All others seemed fine upstairs an downstairs.

Plumber said boiler was in bad shape an recommended it was changed so he fitted a 2nd hand one.

Few weeks and same 3 radiators had same problem. Plumber came out and said radiators need flushed. Problem again seemed solved.

Few weeks later same thing, plumber came out again, said the pump might be faulty and may need replaced. I assumed he balanced the radiators and again problem solved.

Now few weeks later again I've just noticed a different radiator this time is a cooler overall but particularly at the bottom.

Sorry it's so long winded but my question is. Does these things sometimes take a bit of trial an error to rectify for good once boilers been replaced or is it a poor plumber an we need to call someone else. Thank you for any advice
