NPPR - Am I liable for previous owner

    Looking for advise:

    I purchased a house in November 2011 but due to work commitments I had to rent the house and move to Dublin. I am currently in the process of selling and a serious issue has come up.

    When I purchased the property my solicitor received a declaration from the previous owner that it was his PPR (at the time a certificate of exemption was not available). I have fulfilled my NPPR commitments for the period I rented the house.

    However, the council will not give me a certificate of exemption until the previous owner proves it was his PPR. They want revenue letters etc which arent available.

    Can you please help as I'm sure this is a regular occurrence and the fines are massive.

    Anyone else had similar experiences.
