Ok. Here’s my understanding of what’s out there

Caravelle/Transporter Shuttle: Sold ad registered as an MPV. Taxed on emissions or engine cc (if pre July 2008). 3 rows of seats.

Transporter crewcab: sold as commercial vehicle. Rearmost side windows wither glass or metal. €333 tax. Same restrictions on use as other crewcabs.

Camper conversion: no pop top/electrical hookup or water drains required. Needs to have sink/2 ring burner/bed/curtains etc. €102 tax.

Any idea of a cost to convert a t5 to
    A camper

It depends. People often fit a ‘rock & roll’ type bed, which is quite expensive, especially if you want rear seat belts on it.
VRT can be saucy enough given the high value of T5 campers (13.5% of the open market selling price of a 20XX T5 camper)
The basics are the same as any other camper, and can be done expensively or cheaply.
I’m not a big fan of them as due to the size you pretty much build them with the same layout as every other non pop-top T5 out there. No fun in that :)

That said they make an excellent day van.

There are quite a few Irish DIY camper builder Facebook groups, they can give you a fairly accurate estimate as to what one would cost to build.
I would suggest that building one to a good spec will cost you roughly the same as buying one.

Check out "Self Build Campervans Ireland" on Facebook...

I've done it. The VRT can be a killer BUT if you are clever, you can build a basic and older van, play lower VRT (due to DIY approach and receipts for materials) and then "go mad" after the paperwork is in place. Revenue will pick the OMSP for the van - so be aware that what you bought the van for is not what they will value it as...

Here is the BASIC list of requirements:
    https://www.revenue.ie/en/importing-vehicles-duty-free-allowances/guide-to-vrt/conversions/specific-vehicles.aspx

If the internal height is LESS than 1.8M, then insurance will be an issue, as most companies won't insure a 'tin-top' or low roof van... The way around this is to join a 'camper club' and use their group scheme.

I'll try bang up a few pics...

There she is in all her glory... Spent 4500 on the van. 2300 on the build and 700 in VRT.
So had her on the road for around 7500... Then an extra 2500 or so on the wheels/outside...

Everything inside is DIY. The bed, the kitchen (NOT the sink!), carpeting, insulation, elecs...
    I face-lifted the outside from a 2015 van - and 2018 (T6) wheels.

Not a bad looker for an '05...
