Where can I buy top-up with a VAT receipt?

I'm a Vodafone IE customer and I've chosen prepay over post-pay for flexibility for my small business.

Top-up is a service subject to VAT at 23%. However, vodafone (or "vesta" top up) do not issue VAT receipts for payments. I'm not willing to "chance it" and file this on a VAT return without a receipt featuring a merchant VAT#.

Does anyone know of a retailer / spar or centra / online service which sells top-up credit and who issues a VAT receipt on payment?

I've seen them on Carphone Warehouse, but its a couple of years back
