Mark up of pdf on a Surface Pro 6

Can anybody tell me if there is a way or an app available that one can take a pdf attachment from an email, mark it up and send/save as a pdf? Sounds simple but I cannot find any answer. I am using Microsoft 365 Business and am told I can’t use apps from the store, only add-ins to Office 365. Surely this can’t be true?…

Can anybody tell me if there is a way or an app available that one can take a pdf attachment from an email, mark it up and send/save as a pdf? Sounds simple but I cannot find any answer. I am using Microsoft 365 Business and am told I can’t use apps from the store, only add-ins to Office 365. Surely this can’t be true? Using a Microsoft Surface Pro 6 with stylus. TIA

sounds like xodo maybe the best option (free)

use web app (https://www.xodo.com/app/#/) or chrome browser extension
