    Do I need to do the Theory test again if I'm applying for a provisional licence after my last one expired in 2014 and I haven't been driving since?

    If it’s a provisional licence they are gone a lot longer than 2014.

    If your learner permit expired in 2014 then yes, you must do the theory test again as you are over the 5 year threshold.

    If it's five years or more since your last permit expired then yes, you will need to resit your theory test and possibly redo your EDT lessons also if you have done them.
