    Hi,
Asking for a friend who sold a car last year, but gave the logbook with the car. At that time the buyer asked for the logbook and promised he is going to send it.
Yesterday my friend got a ticket of 60Euro for that car. Seems the buyer never sent the logbook.

What can he do now to have the car off his name?

Tell him apply for a new logbook and then transfer the ownership himself into the new owners name if he has it.

If not he’ll have to get a commissioner of Oaths involved.

what the second option(with a solicitor) would involve?
By having a declaration signed/stamped by a solicitor can he take the car off his name? Can this be back dated?

This is what happens when you don't research these thing before going ahead.
Can your friend get in touch with the new owner?
    Does he have a name?

To have not changed it over after a year is a long time. I learned this lesson myself the hard way a few years back. Naively gave the log book to the new owner and heard no more. A few weeks later got a few speeding tickets over a few days. Had the buyers details so rang him and he assured me he had changed it over. Rang the Dept of transport in Shannon to check. They were very helpful and told me the car was still in my name. Applied for a new logbook and changed it over to new owner. But with GDPR now the Dept might not give you such information so I’d say apply for a new log book and get the name changed ASAP.

Unfortunately no full name or exact address.

Get in touch with whoever issued the fines and explain the situation.
Ring Shannon and ask what to do. Don't worry, you're not the first person this has happened to.

Good advice. This should be the starting point.
