Why is there so much litter from smoking?

I've been walking to and from work a lot of late, and I've noticed that the vast majority of litter I encounter is from smoking, either cigarette ends, packets, skins, chewing gum etc. I really don't understand what it is about smoking that makes people see no issue with discarding their cigarette ends onto the ground, I would guess that most people would be horrified and wouldn't throw away general rubbish and wouldn't throw stuff out their car window either, but there seems to be a disconnect between smoking and everything else.

I wonder is there anything that can be done to stop this? It doesn't seem to help if there are bins/ashtrays nearby, there is a bin with an ashtray thing on top next to front door of office building, but there are still loads of cigarette ends on the ground. Maybe it just needs better enforcement?

I'd be interested to hear what smokers think too...
