Hole in boundary wall

    I live in an old edwardian terrace with a coal lane behind my backyard, shared with two neighbouring properties.

    The boundary wall on lane was part of an old shed that was bought a few year ago then knocked and planning permission was sought and gained for a modern box type dwelling which is currently being finished.

    My neighbour recently was concerned that the builder had knocked a hole through the wall and had a vent type pipe coming out of it like for a gas boiler or extractor fan or similar.

    I'm wondering should he not have sought permission from this neghbour (as it's behind their part of the lane) before doing this. I know it's only a small thing but it's one of many issues with the building that has occurred.
