This is usually caused by rain splash on the wall and mold or algae growing.
A bleach solution brushed on will kill off the mold or algae.

A bucket of solution of bread soda with a small squirt of washing up liquid, applied with a deck scrub

If you have a sprayer you can apply a spray and forget dilution which is readily available from DIY home and garden outlets.

edit just seen the pic - yeah, some bleach/soda scrubbing brush action!

Would go with this, the squirt of washing up liquid helps it to stick (same in mortar)

Ad a painter it's going to come back, normally inside I use an additive ( anti mould) outside like yours solution of water / fairy liquid) pan scrubber, let it dry and paint( don't paint this time of year - too damp- good quality exterior emulsion,2 coats

Spray on a half and half mixture of bleach and water. Leave an hour or so and wash off. Pretty simple. Repeat if all not gone.

And watch your clothes! Denim jeans love bleach!

Forget all these homemade formulae; the answer is to go to your local hardware and get a 5L container of Patio Magic, (or wait 'til Lidl/Aldi have their version of benzalconium chloride on offer).
You can apply it with a garden sprayer or a watering can. It takes a few days for the effect to become apparent. One application every six months will keep that green algae at bay.
No connection, just a satisfied user. I use it on my boat as well.

^^What HF said, Quatenary Ammonium compounds are very long lasting in their effects against algae.
The Aldi one is in a 1 litre blue bottle and is very effective against algal growth.

I agree, I have used Patio Magic a couple of times. it is very effective and keeps algae away for a long time afterwards
