    Personally I prefer Montenegro if scenery is what you like. As regards Portugal my preferred mainland area is the north of the country. I do not like the Algarve one little bit, but some seem to love it. Island Portugal is quite charming, direct flights are available to very hilly Madeira. The delightfully unspoilt non-touristy Azores Islands can be reached with TAP via Lisbon. One of the few places in Europe where tea is grown commercially and processed in quaint factories.

    We went there in 2017 for a week, flew into Dubrovnik and drove down to Kotor. Scenic drive except for the delays crossing the border. We rented an apartment about 5 km from Kotor, the bay itself is stunning. Very narrow roads for getting around. Cheap enough for food and drink, more so than Croatia.

    Kotor is very touristy, big ships arrive in daily. We also went on a day trip to Budva, lots of hotels and apartments but more of a beach resort town. Very enjoyable holiday overall.

    Alvor is a lovely spot. Long boardwalk winding through sand dunes. Nice restaurants.

    Another location is Tavira. Close to the Spanish border. Hop on the ferry and visit Spain for the day.
