When can an immigrant to Ireland start the learner permit process?

    My friend arrived in Ireland 2 months ago on a working visa and she wants to start the process to get a scooter and car license. Does she need to be living in Ireland for a period of time before applying for the theory test and then the training?

    No. I sat my theory test for category BW about 3 months after I arrived in Ireland.

    That was about 9 years ago, but I don't think it's any different now. I don't see anything about duration of residence on the theory test website (https://theorytest.ie/book-your-theory-test/driver-theory-test-car-bike-bus-or-truck/) or the NDLS website (https://www.ndls.ie/identity-validation.html#evidence-of-residency-entitlement).

    The scooter aspect of this is tricky and expensive.

    The car licence hasn't automatically included the scooter category under it since 2006 so if she wants to ride a scooter she's need her permit to include the AM category and she'd need to take the 'AM' (motorcycles and scooters) theory test separately. She'd then need to take IBT as well as EDT. IBT costs approximately €500 as well all the other expenses and she'd need a separate insurance policy for her scooter (not to mention the bike, helmet gear etc etc). In fact getting on a scooter these days is the same commitment as getting on a large, full power motorcycle.
