Timber fencing panel foundations

    There is a gap of 2 m between our neighbour's utility room and our garage. Also there is a 2 ft drop to the neighbours garden. We want to build a fence or wall to fill the opening. Any suggestions?

    Also if I remember rightly there is a rain water pipe perpendicular to the wall/fence. I'm not sure how deep.
