Radiator zone issue

I have a two zone heating system, upstairs and downstairs It's a pressurised air to water system. I can run each zone separately and the rads heat up. But when both zones are set to come on at the same time, only the downstairs rads heat up.

The system pressure is 2 bar and there doesn't seem to be any air in the rads. Any explanation for this? Balancing?

First thought is balancing. How far open are the balancing valves on the downstairs radiators?

Is it a wiring problem, ie no heat getting to upstairs zone?
Try closing some of the downstairs ones and see what happens

A possibility alright. Closing some or all of downstairs rads manually will rule out or confirm that as a possibility.
