Radiator zone issue

I have a two zone heating system, upstairs and downstairs It's a pressurised air to water system. I can run each zone separately and the rads heat up. But when both zones are set to come on at the same time, only the downstairs rads heat up. The system pressure is 2 bar and there doesn't seem to be any air in the rads. Any…
