VAT liability when not living in The EU?

I'm from Ireland, but haven't lived there or The EU for over 10 years.

I'm selling on Amazon.com (US) and recently got this alert,

    "Tax notification
Our records indicate you may not have provided complete tax details for your Advertising account. To ensure you are billed correctly, please update your VAT Information. The country associated with your VAT registration number, where relevant, should match the country of your billing address."

The billing address they're referring to, must be for my Irish Debit card, which I still fund and use.

My business is registered in The Seychelles. There's a link to update VAT info, and a list of countries to choose from, with no Seychelles option.

Anyway, I'm wondering if I need to pay VAT on advertising I purchase?

    Thanks

Regardless of the turnover, that's a multi-national business you have going there. I believe you need specialist tax advice. Who does your tax returns each year? Could they help?
