Noisy Stove Chimney

We have a stove in our rental house. We live in an open area near mountains, but when there is any wind it makes quite a noise to the point that the TV has to go up quite loud to hear it. Anyone any ideas? There is a cowl on the chimney and the rope seal appears fine. You can hear the wind with the door open when setting…
