Fold up bikes

Are they the new bags on seat. Why do some people think they can just bring a fold up bikes and just leave it in the area around doors like it is no problem. Not even the Brompton but the full size ones. No bag or anything. Should be in the bike area or fit under the luggage area. Trains are bad enough without these taking…
