Ive read here if under age 66 & living with family, the weekly income limit gross excluding tax is 164€ https://www.citizensinformation.ie/en/health/medical_cards_and_gp_visit_cards/medical_card_means_test_under_70s.htm but does this weekly income take only the person whos applying income into account or also the family members they live with?
If the person is a dependent on the adults aged between 16 and 25 then yes. If the applicant is over 25 then no.

For people under 26 who are financially dependant on their parents what situations can you still get the medical card if your parents don’t also have one?

It says "People aged 16–25, including students, who are financially independent of their parents may be entitled to a medical card if they pass the means test. If they are financially dependent on their parents they are normally only entitled to a medical card if their parents have one.", when they say “normally” what situations would they still approve you for a medical card when you're parents don’t also have one?

You might get it for “medical reasons” if you have a long term medical condition that necessitates a lot of medical attention.

For example. If you have a 17 year old that earns €120 euro per week, (under €164) their parents would need to have a medical card, if their parents don't have a medical card, they will need to apply for one, if the parents are unsuccessful still, then the 17 year old can send in a medical report if they have any ongoing conditions or need to take medication, they may then get the medical card on a medical basis. Other than that, their parents will need a medical card.

If the parents are unsuccessful for a card and the child is financially dependent on them, despite being in college, the child will still be unsuccessful, unless given on medical grounds

is there any list of health problems that may be covered in this situation For people under 26 who are financially dependant on their parents in which the parents don’t have medical cards themselves? I have two recurring ones but I'm not sure if they'd reach the criteria

It's really broad with the medical card and there's no specific list that can or cannot grant you a card, it's very much on a discretionary or 'one on one' case/basis, tbh you just need to go ahead and apply with all the financial details and medical reports, and go from there. They will make an individual decision specifically based on your familys means and medical conditions

Although there is the Long Term Illness scheme (LTI) which grants free medication and treatment for specific illnesses, a limited amount though, here is the current core list:

The conditions covered by the LTI are: acute leukaemia; mental handicap; cerebral palsy; mental illness (in a person under 16); cystic fibrosis; multiple sclerosis; diabetes insipidus; muscular dystrophies; diabetes mellitus; parkinsonism; epilepsy; phenylketonuria; haemophilia; spina bifida; hydrocephalus; and conditions arising from the use of thalidomide.

So if any of the children or anyone in the family have any of the above, they can apply for an LTI card which is non means tested, and you can get all med/treatment specific to that illness for free. You can apply by downloading an LTI form on hse.ie and getting your doctor to fill it out, then you can send it off
