Do driving lesson companies sometimes use independent instructors?

Just something I was wondering about - kind of like how taxi firms will sometimes use an independent driver if all its cars are busy, do driving lesson companies ever subcontract work out to an independent ADI who's more convenient to the area of a given student?

ADIs working with larger companies normally pay a franchise fee to use their name and get customers supplied to them. They are generally sole traders who can also get their own pupils independently
