Garda CCTV system

I live in a town outside Dublin that has Garda CCTV cameras dotted around the place on poles and street corners, mostly in the busy spots. They seem to be old type CCTV, big rectangular casings with wipers on the glass and from a bit of googling they were probably installed in the early to mid '00 when the government was rolling out CCTV in lots of towns & cities.

Anyway what I notice about them is that they are always pointing the same direction and never seem to move day after day, no change in direction at all. Also some of them aren't pointing in a useful direction i.e. towards a junction or road etc where you'd expect them to be recording, they are pointing kinda mid way into the far distance.

So what are the chances that these cameras are operational?

Obviously the only way to find out is commit a crime there and see how you get on.
