    What are these cameras used for and can they be used by guards to issue fixed charge notices like speeding, red light running etc

    Automated number plate recognition, reads the ref and checks database for bans, theft, insurance, tax, warrants etc.

    OP was asking about fixed cameras.

    The ANPR system can also be used for traffic management, and South Dublin County Council was installing cameras along the N7, N4 and N81 to collect statistical traffic information as part of a three-year congestion study.
    The system uses two fixed cameras to tell how long it takes a car to travel between the two points. It can also give an accurate guide to the number of vehicles using the route.

    So they can’t be used to catch people for fixed charge notices.accidentally ran a red in tallaght yesterday, stupid I know but was just worried

    It started out as an interesting question on the fixed cameras, and then it just turns out you ran a red light and now are seeking solace.

    The lights you ran are very unlikely to have red light cameras so you're ok.

    Not looking for sympathy at all I know I was in the wrong and was just curious about what various traffic cameras purposes are as I pass multiple each day.

    Mainly traffic management. That is making sure traffic flows (like making change to traffic light sequences) - not catching speeders, red light runners, or insurance dodgers.
