Local Authority Open versus Common recruitment pool

    Hi,

    I have noticed with local authority recruitment competitions that 80% of the posts filled are confined to the common recruitment pool and 20% of posts will be filled by open competition. I wonder does anyone have any idea of how this is implemented? For example, does the person who comes 1st on the open panel have to wait for 5 positions to become available before they get offered something?
