    Is it when the passer touches the ball, or when the ball leaves his foot that it’s counted from? Looking at all these VAR decisions, there seems to be no emphasis on when play is paused, what’s the rule?

    I often wonder if the frame rate is sufficient to spot the exact moment the ball leaves the passer

    That's such a momentary thing, would one frame not encompass both anyway?

    Apart from something like a scooped pass maybe.

    That’s exactly my point, impossible to determine when it leaves the foot, millimetres in some of the decisions, but no checking of when the ball actually leaves the foot.
