Hello, I have had both categories M and B on my driver's license for over 13 years (11th August 2006). If I buy a new moped, do I need to complete IBT?

Category AM is "mopeds – engine capacity not exceeding 49cc and maximum speed of 45kph. If you're happy with that low power then go ahead. If you want anything bigger then its theory test (if not done prior to 06) -> leaner permit -> IBT ->on the road to build up experience to eventually pass the test. Note you have to hold the 1st learner permit for 6 months before applying for a test. Good luck with it!
