So basically, was overtaking on one of those overtaking lanes in the North and was caught doing over the limit, I was driving my partners UK reg car (he lives in Co Down) and Im on an Irish license, he has received the penalty notice and we've no problem paying the fine but can they put points on my license if Im from the south or what's the procedure, any ideas?

Mutual recognition of penalty points between the UK, Northern Ireland and the Isle of Man already exists. The North South Ministerial Council are examining the recognition of penalty points between Northern Ireland and Ireland.

So the answer is: yes. :)

    Answer is no, no recognition
If you get disqualified then that is transferrable to your Irish licence

No, they can record the points internally should you ever switch to a UK licence.
