Radiator smell?

Some but not all of our gas central heating radiators have this horrible off gassing type smell when on high (3 or above). It smells like new plastic (it is not a rotten egg smell).

I used to think it was because they were new and put them on high for as long as possible to see if it would get rid of the smell but now they are 4 years old they still smell. They also make an annoying hissing sound when on high too.

Is this normal? Can anything be done about it?

Edited to say that house has not been painted in years and house is fitted with carbon monoxide alarms (although when boiler was serviced Volkera engineer said test points were missing and dangerous levels of something or another was being emitted yet c. o. alarms didn't go off. Plumber who fitted entire CH system said he fitted boiler as per instructions).
