How much water should come out when bled. I bled it there was no sound of air or bubbles. It is still cold. Pressure is ok in the boiler all other rads very hot. This one is cold but the pipe leading up to where you turn in on is warm

It is upstairs, the boiler is downstairs. There are three other rads up stairs that are hot and all downstairs are hot

If no air comes out & water comes out then it doesn't need to be bled.

The heating system might need to be balanced or you might have a faulty valve.

    Do you have TRVs?

    no TRV

I have a plastic cover with a slot in in that turns the heater on/off

Is the valve on the other side of the rad open?

The other sde is a lock shield. i have never moved that on any rad. This one worked before without any changes to the lockshield

    no TRV

Sometimes the pin in the TRV gets stuck in the off position, especially if it's been off for months over the summer. This isn't your issue obviously.

I'm thinking system needs balancing or need a power flush.

I started bleeding radiator today, when it was cold I was too busy with the daily grind but there have been complaints from the household, not about being cold but about the tummy grumbling noise that some of the rads were making. So, i've been getting through it today. All bar one rad needed venting, some will keep needing it as the pressure builds back up. However, i cant see any place to vent the loop to the hot water cylinder coil. The hot water is working fine but if there is so much air in the system, then there must be air in that loop too?

Oil or gas boiler?. Is there a pressure gauge on the boiler front and if so what is it reading? Have you two tanks in the attic, one big, one small?.
