LEOs are local and deal with smaller businesses, EI deals with larger businesses - usually High Potential Start Ups (HPSUs) seeking funding. Both are part of the state, with LEOs part of their local county council. (There may be some finer nuance but that's the basics)

LEO’s are funded and their activities overseen by Enterprise Ireland but they operate under the remit of the Local Authorities.

EI also monitor the LEO client portfolio and cherry pick the companies that develop to fit their own criteria
