iPhone Unlocking Question

I asked my Network provider to unlock my iPhone and they did, but reading the email they sent, there seems to be a glitch. It seems like the phone is unlocked only until a new SIM card (for another network) is inserted. Once the new network is joined, it then becomes locked to the new network.

Is this common practice for unlocking? or can I request for it to be unlocked so it doesn't lock to a new network each time? Thanks.

Once the phone is unlocked, it will not lock again. The information in the email from your provider (presuming it's Eir?) is incorrect
