Confirmations from foreign tax authorities

A customer in Portugal is asking for a Portuguese form to be stamped and signed by the Irish tax authorities. Problem is that revenue will only issue a letter confirming that our company is tax resident and we're at an impasse where the customer requires the signed form for their compliance requirements but revenue will only issue their letter confirming residency.

Has anyone come across this before.

Is this not similar to the IRL-Individual or IRL-Company form which is used to certify residence in IRL for HMRC purposes. Revenue will "stamp" that form which shows the individual or company is Irish resident for tax purposes.

Now if the Portuguese form requires it to certify compliance as opposed to residency I'm not sure if that might be a problem.

Yes but that form appears to be specifically covered by revenue guidance here

But I don’t see anything specifically for other countries and when I spoke to revenue they hadn’t a clue what I was talking about.

"In some instances, the foreign jurisdiction provides a form to be completed by the
Irish resident person which is to be stamped and signed by Revenue...........requests for certification (form/letter) are dealt with by the appropriate Revenue district dealing with the person’s tax affairs...."

While says "person" the section is for individuals/p'ships & co's. Suggests they must still handle forms from other jurisdictions apart from the IRL/UK one as per above link. The local business taxes district for the company should be able to do that.

Thank you. I'll have to raise a ticket and reference that guidance because local district had no idea.
