Income Tax Question

I was on disability payments for some years. I started a small business in 2018 and I have an accountant doing my income tax returns for 2018.

The accountant emailed me over the weekend asking me if I was working in 2016/2017. I told them I wasn't working I was solely on disability payments but they replied I that I would also have to file returns for 2016/2017 and they would charge me x amount of money for filing for those two years.

I'm just a bit confused as to why I would have to file returns for 2 years when I was only on social welfare payments. It seems a bit odd to me that I have to file returns when I wasn't working.

Ill ring the accountant in the morning but just wanted to see if that is correct before I ring them.

    Thanks

Its self assessment so the liability to file is yours.
Get them to tell you why it needs to be done, which IMO, it doesn't
