We are having some refurbishment work going on in the house at the moment and the hot water tank has been removed and disconnected.
Is there any reason as to why the solar panels would be covered up ?

These panels are normally cooled by the water that is circulated through them and because the system is now off they could, in sunny conditions, reach ~ 150C or higher, (evacuated tubes can reach ~ 250C) then it makes good sense to keep them covered until the system is re commissioned.
