HKC External Bell Issue

I recently replaced a HKC 8/12 panel with a 1070 one but the external bell was not changed.
It is one of the ones with the red LEDs.
It actually works just fine except for one thing, when the system is not armed the LEDs are just flashing on and off (all 3 at the same time) and when it is armed they move from left to right.
As far as I know they should always move left to right and only flash when the alarm is going off.
Seems like something is reversed somewhere?
Any idea if I can sort that out or new bell is needed?
