Adjustable window restrictors

Hi all! I'm looking to get window restrictors put on my open-out windows, so that they perhaps open to a 45 degrees angle or less. It's more to keep potential intruders from entering, than as a safety thing to stop someone falling out the window. I would also like the option to adjust the opening to that they could also open the full width, if it was ever needed. If such a thing was possible, I would want it so that the person on the outside couldn’t adjust the windows themselves – it could only be adjusted from the inside, or with a special key or something. Does anyone know if such a thing exists?! Ideally it would be something to put inside the window at the hinges, rather than having to drill into the window frame, but I will consider anything if it's the safest thing for me.

The likes of this might do the job, but it's now illegal to use a restrictor that requires a key on a window 1.4m or more above ground.
