Possible to change 2019 Statement Of Net Liabilities in ROS

    My 2019 preliminary tax estimate that I performed in April this year grossly overestimated what was effectively due (now in October I can estimate it very precisely). I have not paid the 2019 preliminary tax yet (while I fully paid the Income tax balance of 2018) since I have time until mid November.



    I have not found a way in ROS to change the current year statement of net liabilities.


    Questions:

    a) Is there a way to change the statement of net liabilities for 2019 in ROS?
    b) Or is it possible to file again or update the 2018 form 11 just for the pay & file? I found this thread about amending a tax return: https://www.boards.ie/vbulletin/showthread.php?t=2057816411, but I do not really need to amend anything about 2018, just need to amend the 2019 preliminary tax due.
    c) Or in the payments section I can just pay a lower preliminary tax? My worry in this case is receiving a letter from Revenue due to the mismatch between the statement of net liabilities and the amount paid.


    2019 is my last year of Income tax liability in Ireland and I would like to avoid asking for a refund next year when presenting the 2019 self assessment. I have never requested a refund to Revenue and I am not sure how long they take (in some countries it goes from several months to years).

    If you filed a 2019 Statement of Liabilities with a ROS debit instruction for payment mid-November then Revenue would normally send that instruction to your bank for the due date. I've had that happen a few times and each time Revenue said I had to contact them via MyEnquiries or email them direct and they'd change the instruction then. I wouldn't file anything else as you could end up with two instructions. I think the starting point would be to ring Revenue ROS payment Support Unit and they'd explain what to do.

    Contact our ROS Payment Support Unit at 01 738 3663. International customers may contact us at +353 1 702 3052.

    Separately if your bank is registered for refunds as well as payments ( you can check that in bank accounts in ROS ) then any refund for 2019 would go there. Usually refunds are processed within 5-10 days unless they are exceptionally large and require further checking.

    I thought from your original post that you'd filed a payment instruction with bank details for payment for mid-Nocember but just to clarify so you've filed 2018 Form 11, you paid balance 2018 by debit card. You have filed no payment instruction as yet for 2019 Preliminary Tax? If that is the case then you can simply complete a 2019 payment instruction with whatever correct amount is appropriate and pay that either by setting up an RDI or by debit card.

    If you are contacting Revenue I'd suggest a call first then MyEnq if they say do that.

    Sorry about the delay in replying to your very informative post, but as usual my day was full with business and family commitments.


    The details of my filing of form 11 in ROS in April were the following ones:


    1) Filed 2018 self assessment by Form 11 in April



    2) After filing I also had to pay the balance of 2018 Income Tax in order to get a tax clearance letter from Revenue which I needed asap for the 2018 period (that is why I filed in April and not now)


    3) In order to pay Income Tax 2018, ROS forced me to also declare the 2019 Preliminary Tax in the "file & pay" (I could not find any option that could have avoided declaring 2019 Preliminary Tax). Of course my estimate was very rough since there were just three business months to look at the time.



    4) I then paid Income Tax 2018 by debit card which I could pay separately


    5) However a few days later Revenue generated a "statement of net liabilities for 2019" which included both the the Income Tax 2018 that was already paid by debit card and the 2019 Preliminary Tax that I had overestimated and declared, but not paid.



    6) When I looked at ROS yesterday after having re-calculated the 2019 preliminary tax estimate with all the additional information coming from the Apr to Sep accounts, I found no way to change this "statement of net liabilities", but when I go into payments I can see the 2019 Preliminary Tax payment option open which I can pay either by Direct Debit or Debit Card. I can put any number I wish there it is not pre-populated. My worry is that if I pay the lower amount (i.e. the revised and correct recent estimate) without amending the 2019 statement of net liabilities, I shall very likely have issues with Revenue.

    3) There is an option on the payment page to “omit statement of liabilities” when paying part or all of 2018 balances so you can leave out 2019 but as you completed one that’s not really relevant now.

    6) You can input your current estimate for 2019 and pay that. Provided the estimate meets at least 90% of the ultimate 2019 liability then you will have fulfilled your obligations.

    You can, as mentioned earlier contact ROS payments support to advise what you are doing and get confirmation that this is correct.

    If you had a ROS debit instruction set up then this would be slightly more awkward as the bank instruction would have to be changed as mentioned originally. However as you are paying by card there is no other payment instruction they can collect on apart from any you initiate.

    I called Revenue today (long 30 minutes wait on the phone unfortunately), the ROS Payment support had to forward my call to Business Income Tax support, the officer told me that I could open an amend request in myEnquiry, but due to the rather small amount (a few hundred euros of difference) it would be much more efficient to pay now the value declared in the statement and then request a refund when I file my final form 11 in March next year, he told me that most small refunds are processed within a couple of weeks.
