Taxation on foreign rental income

A few years ago myself and my wife bought a small apartment in Paris with a mortgage from HSBC France as a long term saving.
    Is has been rented since.
We do not get any income in Ireland from that rental as all the money is used for the mortgage repayment, the management fees and the French taxes. We pay taxes on the rental in France already.

My question is, do we need to pay the Foreign rental income (https://www.revenue.ie/en/property/rental-income/foreign-rental-income/foreign-rental-income-and-double-taxation.aspx) in Ireland?

My wife has been scrupulously filling it for the last few years, but I am wondering if we need to do it as we do not get any income at all in Ireland.

Thanks in advance for you help and advice.
