rainbow flags flying half mast over the bridge

As I was driving to work this morning I noticed rainbow flags flying half mast over fly over bridge at Quin/ Clare Inn hotel exit on M18. Wondering if there was a reason for this?

I don't know why they'd be at half mast but The Outing is on at the Clare Inn this weekend (LGBT festival).
