Housemate moved someone into his room

Housemate is now only here at weekends and contacted the landlord to see if his brother could move in to the room just during the week. We were not contacted or asked for approval. Is this legal?

Who's name is on the lease?

Assuming you are all on the lease individually, you have joint contract and your housemate can't unilaterally change it.
