Wrap for buggy? Where can I get

Hi all, I saw yesterday someone with a wrap for the car seat portion of the buggy. It was like a baby wrap that stretched all the way around, looked much better that the plastic zip covers and you can get your hands into the baby if needs be whilst protecting from the elements. Any ideas? Or has anyone come across there?
