Starting pay for civil servant moving to public sector

    Hi folks,

    Does anyone know if an existing civil servant moving to public sector post of equivalent grade would be required to start at the bottom of the pay scale? For example, currently mid-scale HEO in a general civil service department and considering a move to Local Authority grade 7. I would need to go in on the middle of the salary scale to match my current salary but don't know if this common practice or not? I know that new entrants are required to start at the bottom of the scale but would a civil servant be considered a "new entrant" in the context of Local Authority? Any advice appreciated!!!

    Your service can carry over from civil service to public service. A service query from will be sent to your current place which will filled in and returned back to the HR section of the Local Authority and they will calculate your starting pay accordingly.

    Your annual leave may be another issue to look out for. If for example, you are getting 32 days per annum at the moment, make sure to mention it as some local authority's are capped at 30 days. Exceptions can sometimes be made to allow you to carry the 32 days over, but then if you take a promotion after that you will be subject to the 30 day cap. Just something that sometimes catches a few people out.

    Oh that's very helpful, thank you. I haven't received contract yet so not sure exactly what the T&C's are, I wouldn't mind losing out on annual leave but can't afford financially to move to a lower salary. Thanks again!

    No problem.

    You won't receive a contract until one of the last few items if not the last. So definitely mention it to them about your concerns re the payscale and the annual leave. It gives the person you are dealing with, time to check with their SEO etc and amend the contract. The salary should be no problem with a completed service query form, but no harm in mentioning it to be sure.

    The person you are dealing with won't be making a decision there and then, but will query it with their line manager etc.

    They might start you on point 1 until they can resolve the service . You'll be paid arrears.

    Definitely scope for carrying salary over as I know someone who went to a county council and did it. One thing to note is GrVii doesn't go much higher than HEO and you'll likely lose Flexi (if you have it) as most local authority I'm aware of only do Flexi to GrVi , whereas HSE is GVii.

    Not a bad shout to check that as well. Some LA's do cover Grade 7 for flexi but not all. Also the flexi time itself can vary from one LA to another in terms of it's limits. I know Laois have poorer arrangements than Kildare for example.

    It was so long ago on that I don't have the information booklet anymore. But I think I remember it had the usual disclaimer about pay starting at the minimum of the scale....I'm currently top of the panel and the LA has said they are hoping to fill the post by then end of the year so hopefully will get some clarification over the next few weeks.

    It might be worth asking them for a copy. There is usually a line noting that starting pay may be different for existing civil or public servants. This would be important information for you.

    Just fire an email and ask about carrying service over in relation to starting pay. They prob won't answer there and then with a definitive as the starting pay has to be calculated by someone but they should be able to say if they will allow service to carry.

    Ask about Annual Leave and Flexi as well. Some local authorities do allow flexi time for grade 7, so you won't know until you ask.

    They will have a copy of the quals and particulars on file, so should be able to email it over to you if you request.

    Do you mind if I ask which local authority it is? You don't need to answer if you're not comfortable.

    Grade 7 in local authorities is a local authority grade only. It doesn't exist in civil service (apart from possibly some strange situations where people were transferred over). HSE also have their own grading system, which is different again, but does have 'grade 7s' at a similar level to local authorities.

    Had anyone seen where the terms and conditions have changed over time for example flextime. So new people don't get it but older grade 7 might. Might this happen with things like leave also.

    Kinda makes things hard to attract staff at higher grades or transfers. If there isn't parity in terms of conditions. Or indeed worse than what similar staff would have in the private sector.

    Bit archaic to lose things like flexitime or leave as you get higher up the ladder. Considering you might be giving up bonuses or share options at higher levels.

    Good idea to get the discussion about T&Cs started now, given the pace of the recruitment it will probably take some time to resolve...It's Dublin region, but I'd rather not say which council. Thanks for the advice!
