Overtime / "On call" for indoor local authority staff

    We have an issue in work (local authority) that requires someone to be on call for machine failures. Currently the only person qualified/suited is an indoor employee.

    Is there any mechanism to pay this person overtime or an allowance for being on call? Some engineers get 'Ice cast' for winter road gritting, but it seems only outdoor staff have entitlements to other allowances?
