question regarding HAP

    Hi,
    My girlfriend is currently receiving HAP for herself but we would like to live together, she would like to move apartment because the area she is living in isn't great. She has a letter of approval to HAP to find new apartment but since this letter, we have thought that we should get a place together.

    I'm currently unemployed and living at home. I was told to fill out the new HAP form when we get an apartment for ourselves but today i was told by the estate agent that we need to be approved as a couple for HAP before getting any apartment.

    i'm just wondering what is the correct way to go about this?
    should we apply for HAP as a couple at her current address and would this make a new 2 year contract?
    or can HAP be almost pre-approved for when we do move in together at a new apartment?

    i'm confused by what order these things should be done.
