    Having competed the green cert last year I recently started delving a bit deeper into the different schemes it opens up.

    Reading into the national reserve for example it’s quite confusing really about what exactly the rules are around it and if I’m reading it correctly it really makes no sense/is quite unfair.

    One part in particular is the requirement to have made a bps application in the year which you are applying to the national reserve for entitlements but this means you already need to have entitlements which excludes someone who is just starting out by buying/renting a piece of land with no entitlements and wants to apply for them on that land. Am I understanding the above correctly?

    Then you might say just go on a joint herd number or partnership to cover this but then they have the crazy rule of the combined off farm income of both people on the herd number must be under 40k. The 40k one person always excludes many (unfairly in my eyes) but making it a combined is crazy.

    I thought the idea was to encourage young trained farmers to start out and the reality is the vast majority are going to be working off farm but may be able to get under the 40k alone but then if they don’t have entitlements they can’t apply for the national reserve so have to go on the herd number of the parents (or who ever) and this is all but guaranteed to have a combined off farm income over the 40k.

    I don't think you need entitlements to make a bps application? You just need to put in a claimed area for the land you are farming I think.

    You sure about that? I thought I read somewhere that you need to have entitlements to make a BPS application?

    Its unlikely I will be making any application either under the young farmer scheme or national reserve but I having read into it I am interested in getting to the bottom of how it actually works from an eligibility perspective.

    I asked the missus there who is a planner and she said you don't need to have entitlements to make a bps application. There's a lot of people with no entitlements putting in an application for just the Anc.

    It's not normally announced until the spring whether it's opening or not.
