NPPR - who set it up?

    How was an NPPR account set up initially - did a Co Co contact X and say 'You own the house at 1 Main Street and here is your account' or did the owner have to contact the Co Co and say 'I own 1 Main Street and please set me up with an account'. Thanks for any insight.
