Hi. I live in a house with a shared water system. The meter outside their house is cemented over and when a leak was fixed in their place I found one of them turning water back on from my meter. Afraid I might be charged for their water use.

You may well be charged, I.W. have messed up a good few connections and I've seen people being charged for other people's usage.
Each meter has a serial number (S/N), check the meter they were at and get the serial number. Phone Irish Water (01-707 2828) and ask them to verify if this meter is in fact related to your address.
If it is, then you need to contact your neighbour. Tell them you are turning off Your meter but just want to ensure that it doesn't affect their supply.
If it does, contact I.W. again and tell them they have messed up.

thanks for reply. I remember now that the bills I got when I paid water charges were only for me. Just wondering if meter has been split to serve myself and the other part of the house. The house was originally one house but they sold a part of it in the front to my landlord but the water was never transferred to my place thus rendering me dependent on their water supply.

The meter they were at was my meter. That's why I thought it was split. I'm also afraid to get involved with them next door. My landlord has mentioned that he will transfer water to my place....sometime.

With I.W. planning on bringing in excessive usage charges  you could find yourself on the wrong end of an unexpected bill.
I'd be getting it sorted out sooner rather than later.

I'm now wondering can shared supply meter be split. Also there are 2 taps in their backyard.one controls my supply. The other supplies theirs. Don't know if that makes a difference.

So if I could be liable for charges, maybe they could also..

If the meter is registered to your house and in your name then You are liable for the charges.
If their name is not linked to the meter how can they be charged?
Also, how do you quantify the other properties water usage compared to yours?
If I was you I would get the supplies separated.

So we're to say they're not registered to Irish water and don't have a meter and Irish water cemented over their meter. It becomes more intriguing by the minute.

Going back to my earlier post, establish the meter is registered to you and connected to your neighbour. Then contact I.W. to sort it out.
