Rear wiper issue on 2012 Octavia

weirdly, this is the second octavia in a row i've had with rear wiper issues; but the first one was probably linked to the water in the hose freezing and rupturing the hose in the winter of 2010.

anyway - 2012 car, the rear wiper no longer works; the squirter does, but does not result in the wiper itself moving. it's pretty much terminal now, but over the last year or two has been slowly failing.

what confused me was the behaviour where i'd attempt to operate the rear wiper, and nothing would happen for several minutes - and then the wiper would decide to respond; so a signal had been sent, but just took a couple of minutes to be received. i'm assuming that this does not suggest a simple electrical break? is this a known issue with octavias, or maybe a general one? i'm reasonably handy but this is not something i've had experience with diagnosing.
