cannot turn down one radiator

I cannot turn down one radiator in an upstairs room and cannot have it on at full. I took off the plastic cover and used an adjustable locking pliers.

Anyway as you look at rad it is the left one that turns up/down the heat. It will not move. Its an ordinary one not a thermostatic one with numbers..Should i try WD 40 oil?

I now know the right hand one is lock shield. The radiator is powered by gas boiler and has slots along the top going towards the wall an as you look down into it fins i think they are called.

You can use the lock shield one. But It could be siezed also..
Its worth trying to loosen the nut that holds the spindle in place; half a turn should be enough to loosen off the spindle. Tighten it again afterwards.

Bear in mind sometimes only a quarter turn from closed position is enough to feel the heat, and they can be very sensitive.
