    Either of the two I mention can be dual booted with a HTPC version of Linux running Kodi for HTPC.

    If you want an out of box experience then something running 'Android TV' interface would probably suit best.

    You also have to factor in what output you require ..... HDR, Dolby and other such niceties.

    Generally you get what you pay for in each price range, so there is no overall BEST as most people have requirements such as price point or display or audio needs etc etc.
